Need help for new sales leader- how to expand and justify headcount?

Any strategic advice/guidance for a new sales leader

1) seeking to rapidly expand new business in his/her base country (market is still immature for the related services my organization offers) while continuously applying thought leadership with prospects and with appropriate marketing support/resources available.

2) How to justify for additional headcount in a new market as part of one's expansion plan when there's not many significant wins but increasing headcount for the future growth of the current business is still needed.
